December 23, 2003 post-update housekeeping

In response to some fabulously helpful feedback, I have:

changed the left navigation panel graphic;
changed the link colors in left navigation panel and main page area;
changed the title font to match the rest of the site;
added additional navigation instructions on main page;
included instructions for navigating using the Table of Contents;
and renamed the "home" link for clarity.
As well as other sundry tweaking and fiddling.
